In February 2011, between South Sudan's referendum and actual independence, Population Services International (PSI) sent two staffers on a month-long trip throughout Warrap state to meet with chiefs, elders, and local government officials to perform a thorough population assessment of the remote region for a planned mass distribution of mosquito nets.
